Now just to make things clear: up to this point he has included every Pokemon that actually mattered. Meowth is not owned by either of them. If thats too complicated then think of him as wild. He COULD be caught but nobody does cause that would be creepy. After this the rest of Rockets Pokemon stay on base at Giovanni's orders and Jessie picks up a Woobat and James a Yamask. There now you have your answers stop asking.
