President Bush's biggest reasons for going to war, that Saddam was harboring WMDs and that he was tied to Al-Qaeda, still have not been proven to be true.

If we compare the case of today to that of WWII, Afghanistan plays the role of Japan (they are the countries that attacked us) and Iraq is the analogue of Germany (the countries that may have supported the attack but did not directly participate in it). After Germany declared war on us, Congress declared war on it, and only after that did President Roosevelt begin serious military action.
