no you can get them from the succubus.. there is a specific attack combo sequence you have to do that involves counter and when you kill the succubus that way you can get her clothes

Also that dress DOES exist in a permanent version. Its among the rarest items in the game handed out to random VIPs. But it seems most went to inactive accounts and only a handful of the permanent ones still exist in the KR version.
