The reason that there are still state owned shops is sometimes commercial shops simply can't sustain in many areas if they don't make enough profit, in these occasions the state is bounded to take care of local people's need for commodities. Is that something your governments never do?

All chinese shops were state sponsored back in the 50s-80s, then as the chinese economy opened up in the 80s, the chinese government started privatising government owned properties which of course included factories and shops, so what is wrong that there is still a very small porportion of shops that are government owned and sells cigarette just like many shops and news agencies do all over the world?

No one can stop China except China itself; most likely from economic overheating/ self-implosion than political reform.
When the urban Chinese poor die with meagre lives and lung cancer by toxic air and cigarettes, then they'll know, as they continue to worship tiny photos of Mao.
How harmonious is state policy if the cigarette shops on every 10th store is state-sponsored? When every single Chinese man smokes?

Have you been to China? If not, you never know what really happens there. It is a great county beyond what you think. She has its own philosophy. A culture has been continuing for more than 5 thousands year and will be there till the humen disappear. Do you know that the period of Mao is already over? Everything is changing fast in China.
