I've heard about this kind of thing before, but has nothing to do with why zombies are dangerous...unless you hear this. From what I remember I've heard that they actually tried reanimating dead soldiers and they came back as aggressive animals (pretty much sounds like a zombie). @ChannelFadge something like rabies has too long a gestation period, and once neurological symptoms appear death occurs within 3 days. furthermore, any bitten victims only stand a 10% chance of infection.
I would recommend a retrovirus such as HIV as the base for such work. engineer the virion to target cells in the nervous system exclusively. eliminating the neurotransmitters responsible for pain along with selectively decreased brain function should give you something like 28 Days Later.
