It has all to do with "key Frames" in the compressed video stream.

Its something like this : The compressing " video codec" first sets a picture in frame.

Then changes in the images(moving pixel areas) , frame by frame are updated.

This is how compressing works (only handling changes).

But the image becomes worse every frame because of the compression method.

This creates the distorted image. note that it will happen with moving/updated areas only.

I am a video editor. when a video is broadcast and or transmitted over the air/cable to you in your home it is compressed and if the codec that compresses it glitches it will cause thi effect. Compression effects the pixels that change from frame to frame and does not effect pixels that do not change from frame to frame. That is why only the face and hands are effected and nothing else.

@theshow2k8 Its because mpeg compression only transmits the changes from frame to frame, thats how it compresses the data. the background and his cloths arnt changing much so they dont get transmited. The signal is corrupted with noise so the decompression artifacts appear around his head. this is a common side effect of a noisy broken digital transmition. anybody whos ever used digital equipement or has used wrong codecs will know this.
