The original intention in the film was to have the monster speak as in the previous film he'd been given Igor's brain but the idea was abandoned. Cuts in the film also obscured the fact that the monster is blind throughout. (Apart from the very end when his sight is restored.) In all, the film is a bit ramshackle to say the least and Lugosi was too old and too small for the role. Not one of Universals best.

What was this supposed to be? I've seen the film a zillion times, and there are filmed evidence of Lugosi speaking, but no volume. So slowing things down is supposed to make the muted dialog audible???

Very faintly there is something that could perhaps be dialogue. It's inaudible but some sort of noise is there. Wouldn't it be something if they found an original cut of this film with Lugosi in it? That would be awesome

I hear it. He says, "This is it". Apparently, some scenes HAD to be kept into the film, regardless if Lugosi spoke or not. So they most likely lowered the volume in his voice some how.
