You are right about this. But why do we in the end have to raise the debt ceiling? I say that the debt ceiling stays where it is and that we cut spending back by 1.7 trillion dollars. Than we do not need to raise spending. Sweep away agencies that seal out Liberty like the EPA. Without agencies like that we-the-people would have more Freedom for it and our debt would be under control.
Dems already used soldiers' salaries and soc. security to make republicans cut the budget deal. Why would they act differently now? Obama is a very bad democratic leader but he is really good in mafia style of ruling: blackmailing and using hostages are usual ways for him and his army of unions' mobs make things done.

I prefer a previous Morris idea: Write short-term budgets (1, 2 or 3 months) and pass them in the House. The Senate and Obama would have not choice but to approve them, or else funding would cease by the direct fault of the Democrats. This is a simple, understandable solution for voters to grasp. During this process, Republicans should omit (zero-fund) agencies which are not needed, or are downright harmful, like parts of EPA.

However, recognize that in a best case scenario Obama & Dems aren’t likely to come to the table agreeing to meaningful cuts quickly, but will demagogue this issue ad infinitum and will assure that ‘non-essential’ Federal fund recipients, (e.g., Fed employees & programs) suffer greatly, and will blame Republicans at every turn.
Government spending (federal, state, local) is 41.6% of US GDP, and regulations are another 20% (although its not well documented). Govt is 61.6% of GDP. We are now Europe: slow growth, high unemployment, high risk to start businesses. We could cut government in half, both spending and regulations. That would boost the 38.4% of the private sector to 69.2%, a boost of 80%. Nice stimulus, nice payday.

But the spending cuts are being made from an artificial level which is completely unsustainable. Obamas budget assumes $46 trillion in spending over the next ten years which works out to $50,000 per house hold per year. Completely unsustainable.
