Actually, using Winter Blast slows down the water in the pipes when hacking pretty much anything. It helps a lot with the tougher Safes when you don't have any Autohack Tools.

Would be cool though if special tiles showed up to balance the slowed water, like tiles you can't uncover due to it being frozen in place.
