That is still unsafe, because a massive F-5 twister can pick up and automobile, or larger item and slam it into that flimsy metal building at even 100 to 200 miles per hour, and you are going to be smashed inside like a fatal car crash, or train hitting you at 50 miles per hour. Best to put the safe room under ground, because you want just be dealing with wind, but flying debris.
@RevolutionNow123 it would not really mean anything for this building as these buildings are buried underground so only the access door on the roof shows. This particular shelter has a door installed on the side just to allow easy access above ground. Admittedly it would be a rather boring test if the entire shelter had been buried and just a small trap door was visible. This building is entirely safe when buried and used during a storm.
From what I've seen around el internet, the decompression forces afterwards are just as likely if not more likely to cause structure failure in the event of a nuclear blast.
