I have two of those, but have never seen a 2 way one! I wonder how the heck you could "dim" or "reduce" a preheat's light level?
I got mine from a customer that had left bad lamps in the fixture and ruined the starter on one of them. I rigged in a starter that I gutted out of its "can" housing. Nice light!
You can use a transformer or rheostat to reduce the voltage which will reduce the light output, you can dim the down to about half way before they start to flicker and go out, they wont strike properly unless you have the voltage at what the fitting is designed for.
@TheDieselNut This most likely has a ballast with an extra inductance tap on it for underdriving the lamp. This also explains the dual light levels, as such a system would not allow for three light levels.
I have one of those! Replaced the bulb/tube with a "cool white" though.

I've had better success with shorter tubes
