Did you forget that the OPEN Act has been on the table as well for some time as an alternative to SOPA/PIPA. It actually does not do DNS modification which would make webmasters unable to promise that content showed up or not unlike SOPA. It seems to be a pretty fair compromise though I still do not fathom why US laws should apply to non-us countries. It seems the government needs to disallow lobbying and donating by corps and get rid of PACS and Super PACS. Taxes should take care of that.
