Israel is a mess because of the ethnic differences between European and Arab Jews and between Jews and Arabs and between Israelis and Palestinians. It is more of a geographic and demographic problem than one based on the structure of government.
Italy consists of many nations tied together as though they were one. Italy is virtually the same as Yugoslavia. Hell look at what is happening in Spain with the Basque people.

And you also have a bit of conflict of interest between the Natives and Anglo as well as Chinese immigrants.
Proportional representation can work in the United States, but only in certain parts like New England, New York, and the Urbanized areas of New York, Virginia, North Carolina, and Pennsylvania.
Sounds like a great way for third-party candidates to get their foot in the door.
