For all those asking in the Manga he was the one who built all the robots for the RRA including Android 8 and Seargent Metallic.

In the anime however there is a filler with a doctor who supposedly built Android 8, at this time Gero hasn't even appeared in the Manga and wasn't even thought of. Thus in the Anime Gero built every Robot EXCEPT Android 8. In the Manga though he built all of em. When Goku attacked it is said that gero was in his Lab in the Mountains far away from the base.

All I remember about the lyrics of this song is calling out colors and very sinister lyrics. These guys were the real deal. I know that some people have argued about the Red Ribbon being more for comedy [check the other comments], but that's simply because DB needed it for the lack of more intense fight scenes found in DBZ. These were probably my favorite enemies ever next to the Yellow Turban rebellion in Dynasty Warriors! To think Commander Red collected the Dragon Balls to make himself tall!

The Red Ribbon Army certainly had an impressive theme song. Too bad they weren't that impressive. Don't get me wrong; I'm not saying they were as pathetic as, say, the Ginyu Force. The Red Ribbon Army was a genuine menace to the world. But it has to be admitted that most of their people were played for laughs, except Mercenary Tao. King Piccolo was the first completely serious major Dragon Ball villain. Of course, Piccolo didn't have a theme song like this one...

Yeah when this show was first made, Japan was still stuck in the 80's though it was the end of that decade. So naturally themes involving American-type military had 80's American pop music....So that's why the theme turned out that way, and of course various action themes when Goku is fighting them is also 80's in style.
