@IceHarmony True, but you must also consider that most Groudon have a lower speed than Kyogre. Which means that if both are the first sent out, Kyogre's Drizzle would activate first, then Groudon's Drought. With it being sunny, Solarbeam doessn't have to charge and the effectiveness of Kyogre's moveset is decreased, making it a relatively fair fight.
