I did think that they might go with the 40's or 50's gangter theme, but I don't think the setting would work. One of the coolest aspects of GTA is the cars, and I dont think there are too many interesting vehicles to have a retro game.

I think the dollar sign might indicate something like a Vegas setting. I would like to see another game in the SA area, with the 3 cities making another appearance

If I were to venture a wild guess, I'd say the logo could possibly have something to do with one of our US Mints, considering the money theme. There are Mints in San Francisco, Denver, and Philadelphia, and personally I think it would be a badass mission to storm one and make off with a truckload of freshly minted bills.

But, I don't think; and I certainly don't want a game set in the Prohibition Era, where all the vehicles and guns will suck major ass.
