Are you sure he doesn't have swim bladder disease? That's kind of what this looks like...although I've never seen it flip fish over before, just make them "float."
Its coz it can only look up due to the way its eye system has formed, I have a few of them and its the only way they can look down. Being a form of Carp they eat mostly from the soil/mud/gravel.

I'm sad to say that my fish has died this Christmas Eve.
I tried getting another (not to replace, but to relive the joy and FEER!) and he has died, too.
