I don't think Michael Stipe is wearing a "skirt." I think he is going for a kaftan look. A kaftan is a male garment, of Turkish origins, that is a cloak- but, which looks like a shirt when it is wrapped around the wearer and tied by a sash. The Indonesians, Russians, and Sengalese also have garments that look similar. When wearing a kaftan, the man appears to be wearing a skirt, but he is not. Michael Stipe first attempted this look during the Tibetan Freedom Concert in DC in 1998.
