I tried the same thing a while back, but it doesn't work very well.

The whining you hear is from the fact the PWM frequency is in the audible range.

If you move the PWM frequency too high, the fan goes full on because the load on the motor is too low for PWM control to be effective.

Your best bet is trying to implement either a linear regulator, or use the AVR to control a buck converter.

I did until i tried building an fm transmitter with one. lol I tell you they are terrible for high frequency stuff. Great for atmega8 prototyping stuff
