You don't need their consent (spelled correctly btw) to film people in public with their knowledge. If you don't want a camera pointed at you, you have the right to walk away.
The government films people all day long. (traffic cameras, etc.) and the private sector does as well (security cameras, ATM's, etc.)

the government is allowed to do it under laws that they have passed. but a regular joe like you is committing invasion of privacy by video taping someone without their consent, and that is against the law.

a regular joe can film people in the public without consent BUT if they use the video to make a profit & it has that person image in it then it is illegal & that regular joe can get sued.
