The driving schools around Fort Lee seem to just teach their drivers that it's okay to freeze in the left lane. It's been like that for years. You pretty much have to anticipate they'll stop right there and be ready to stop or go around them. A triangular bumper is the thing to have to wedge your way through the mess, just like a cow catcher on a train.
