You have to understand one thing. In the world of intelligence you can never be 100% shure of ANYTHING. Most intel that is acted on it belived to be true (to use a term from the US court system) "Beond a reasonable doubt". Also the US nuclear arsanal is skrinking not growing. The only Minute Man III(I dont know the #) and Trident II D5 missles(1,100+ warheads) are still online. Although that is still alot its still shrinking.

Also when you say the US has no right to stop other countries from developing nuclear weapons. It only makes not only good tatical but also strategic sense not to give your opponents a chance to kill you or wipe your country off the place of the planet. It just dosent make sense to attack a country that has a maragnal oil field when you could have a oil field thats largen in your own borders. It would be a hell of alot easyer to just explore the new field with test wells and go from there.
