This is not stealing. This is called inspiration. Some people seem to have this notion that truly unique artistic creativity is creativity that wasn't influenced or inspired by anything. This is not true at all. All great artistic creativity comes from somewhere. Even Mozart borrowed some of folk melodies and use them as basis of his composition. And this is also true with Ritchie Blackmore.
Considering it as "stolen" is not proper characterization. The fact that Ritchie Blackmore was/is influenced by classical music(Beethoven for particular) isn't anything new. What Ritchie is saying here is he was inspired by main theme of Symphony No. 5 that he took it as reference in relation to coming up with basis of "Smoke On The Water"'s theme. But we have to also understand that Ritchie have took that reference and stretched it more into "Smoke On The Water" as it is known today.
