I don't really think they're spread thin enough to be Rome yet. I'd say that they're more like the Manchurians when they conquered China or Attila the Hun (for the speed at which they decimated the world) maybe Alexander the Great...but the Fire Nation has existed longer than one ruler, though it's only lasted four generations. So I'd say it's really closer to Ghengis Khan.

Rome is not the only great Empire.

Nah, the Earth Kingdom already has claims of having Manchu-like people (the Earth King looks like Pu-Yi, last Manchu Qing emperor)

The Fire Nation is quite similar to the Legalist Qin, Tang and Mongol Yuan dynasties of China as well as Imperial Meiji Japan.

Fire- Qin, Tang, Mongol Yuan China, Meiji Japan.

Earth- Other Chinese dynasties

Air- Tibet

Water- Eskimos and Polynesians

Kyoshi- Female dominated Sengoku and Tokugawa periods of Japan.
