To make T51B Use 1st upgrade for EOD Helmet, Grenadier shoulders, Grenedier chest, the wrist computer thingy (Pip Boy), Gungir kneegaurds and UA/NXRA Utillity.

To make T45D Power armor in reach you need: Fully upgraded EOD helmet, CQC shoulders, The computer thing for your wrist (Pip Boy!), ODST chest, FJ Para kneegaurds and no utillity.
