In Japan they have chickens that are raised cleanly and BUTCHERED PROPERLY (thats one of the main reasons its unsafe to eat raw chicken. factory butchering is gross) that is safe to eat raw, and is served sashimi style.
for beef bacteria usually reside on the surface of the meat, and that's why people usually cook the outside but leave the inside raw. However, in terms of tape worm, if the cow is near infected water source or other unsanitized area with tape worm eggs, then it's possible for tape worm eggs to be present even INSIDE the meat!!! So don't eat raw meat people!!!
If you buy grass fed, organic beef, then you won't have to worry about tapeworms at all, because organic cows live on very clean farms. When I make raw steak dishes, like steak tartare, I just soak my organic steak in raw apple cider vinegar with minced, fresh garlic, red cayenne pepper powder, fresh lemon/lime juice, and minced oregano herb ( fresh or oil form also work great), all of which are anti-bacterial & have been shown to KILL bad bacteria, including bad strains of E. Coli.

I just finished eating a pound of raw steak. Usually it's better if you top it with onions, garlic, tomatoes, and some spices.
Now, try eating some raw bison or chicken livers.
