israel pulled out of gaza completely in 2005 but hamas kept attacking israeli civilians.
there was no siege or attacks by israel before hamas started firing rockets.

* The declared Egyptian reason fro closing the Rafa7 border is the absence of the EU monitors presence in the Rafah Port.
* The undeclared reason is pressing Hamas for political reasons, even if the price is the loss of too many lives.
