I don't think it was drugs. I think it was the paint used to color the cartoon and the fact that animation studios back then weren't all that well-ventilated.

This is the original print of the film (in Cinecolor), as it was initially a subtle "commercial" plug for Borden's milk products. It was independently produced and directed by Ted Eshbaugh: Van Beuren reissued it later that year without the "Borden" identification....
Thanks for posting this wonderful toon. I used to watch it as a kid on the old Andrea b&w TV. It brings back fond memories, and a few scary ones, too.
I used to buy cheap cartoons when I was little and I remembered this one was my favorite! It made me so happy ^___^ Sunshine!
