it is when maximum photosynthesis is going on. so it might not just be a lack of co2 making them slow down but other things like nutrient availability and temperature. a lot of mineral elements might be used up. also it possible that lighting might be less intense over time due to light tube or even clarity of water. co2 is only one part of the equation.
If you get pearling after your start of CO2 when it is new. After 1-2 months the pearling effect will get less and less. I believe that it gets dirty and the co2 do not reach the water AND if your co2 bottle and joints is leakage prof then there will build up a great pressure when the co2 cant escape to the water. Have an eye on the pearling so you know that the plants gets co2.
