I love the way the governor is smugly trying to show his intellectual superiority and demonstrate that though he's undoubtedly the one in authority and control, he's prepared to engage with Archer in a relatively good-natured cerebral jousting match. But with just a few well chosen phrases designed to press EXACTLY the right buttons, Archer manages to undermine all that and cause him to lose his self control, if only momentarily, and he does it with such deliberate insincerity. Great scene.
