Akiko Shikata is one of my favorite singers ever. I can't explain but her music is just so amazing, listening to it always makes me happy even when i'm feeling sad. She has such a wonderful voice.

Something like "Under the clear sky", I think.

Though, it's the past tense of hareru with -sugita, and sugita usually means something like "way too"(kind of like the superlative form in English) So, we get something like

"Under the sky, that was way too clear/sunny."

(hareru = to be sunny, to clear up( for the sky)
