Melanin doesn't only affect skin colour, it also play a role in hair and eye colour, among other things. white people aren't even devoid of melanin in their skin, most people have a little bit in their skin. Additionally, most people of any race have discolouration on their skin.

The only people who are devoid of melanin are albino people, so according to you,Germans are dark or dita von teese is black beccause she isnt albino! youre fucken dumb! we all have melanin, some more than others!

Wah I love your eyes. I thought you were wearing lashes at first.

One thing you did leave out was highlighting/shading the face though. I'm not sure if you can just use eyeshadow, but you put white/brown eyeshadow on your face where you would have brightspots/shadows in pictures.

This is the tutorial done by a non-gyaru (sorry if I got that wrong) I've found though. All the others are ganguro/manba so this is a nice change.
