Well, you convert the cloud color x tree height - angle of bicycle passing by and you get the projected speed. Doing my calculations I actually got 141 mph so he was close.

Calculate speed, time or distance by using The following formula (( S = d / t + hws ))

Where S = Speed d = distance and t = time and hws = head wind speed

I also included +25mph for headwind speed
