届かない is a verb pretending to be an adjective. It's the negative form of "to arrive" or "to reach", hence "unreached".

永遠 eternity (modified by 届かない, unreached eternity)

距離 distance. の connects 届かない永遠 to 距離, producing "unreached eternity's distance".

Note: 届かない is not the potential form (届けない), so it is not "unreachable", as other people are saying.

@ExodusC I believe Kaguya and Mokou were to be in that game, but there wasn't enough time to balance them out before the deadline. They were overpowered as heck, so they say. Could be just rumors though. Never heard it from an official source.
