Yes, it is normal. Most parrots (with an intelligence equal to a 3-5 yr old depending on the species) will learn to make noises and sounds that gets it attention. Most people think it is mimiking but studies show that they are smart enough to learn meanings and how to use it. So in a house where a screaming, crying child gets most of the attention, the bird often learns to make the same sounds hoping to get attention in return. Amazons (seen here) are adept at it.
