yup there's your problem right there, you not using the sharpest tool in your tool box. the mower will spark and sputter all you like making noises that it wants to start, but if that thin little handle is not depressed against the main handle it wont start, after all that shoulder straining exercise if you do just that one thing you'll find it'll start right away. I'm a woman and i figured it out first go on my mum's lawn mower ( yes i said mum sorry MOM she's a woman too).

Some people should just not own small engine equipment. User Manuals normally would correct this problem, ahahha, I can't believe it. Didn't even check for spark, at least something... besides the air filter.... or OH, let me look this up on the Internet, now there's a thought...

your filter had oil in it, tip it up on the exhaust side , on its side to drain the oil and clean out the deck, if you tip it so air filter is pointed down the oil will leak through the carb. The new super recyclers and super baggers have thermostats(no joke) to operate a choke system to eliminate priming, and they fail. Then it will not start, the air filter would only choke out the engine. Plus your intake gasket is shot, it wasnt priming right, you can hear the air leak in the bulb

@jakthechipper On a few mowers, you don't have to. The throttle controls it. That's mainly on the older ones, but if you don't know anything about his mower, don't go calling him names.
