@Sh4d0wKat well, i think the hordika virus transformed the toa into the hordika but roodaka's rhotuka transformed nidhiki after he joined the dark hunters. the shadowed one wanted him to not join his toa brothers again and so he wanted to make him look like a monster and let roodaka transform nidhiki :D
