No most Snipers leave it at Lv 21, where it reaches 3 sec. The 9 levels after that add 5% more damage. I think Potechikin shouldve put 1 SP into Thrust instead; he would have 139% speed.

I also think Blind should be the last skill to max. He/she shouldve maxed Expert instead, and gotten more SE. o_O
