If someones form or ability changes or dies off you cant argue he is overated. Joe Cole was englands ( and could still be ) most creative player. Owen may be hopeless now but he was wonderful when he was 17-21. Larson was also a superb player. There are players who do go their whole career seemingly being overated but I dont think you have mentioned many. Remember Obi mikell/Arshavin are playing at big teams now also.

Well. You can never expevt to fully agree with others when it comes to a list like this, but the list sin't that bad. I definitely disagree that Arshavin is overrated, and Cole an Owen have both been set back a lot because of injuries, Their both genius players. Mikel shouldn't be ont he list in my opinion either, but except from those 4 the list is pretty good.
