3 rides got stuck at Six Flags Fiesta Texas the day I went, I was literally the next ride on 2 of em' -____-

Ride of Steel does the same thing at Darien Lake, which happens to be my hometown park.

As it approaches the top of the lift, it starts to slow down, then the lift motor gives out entirely, leaving riders stranded at the top of the hill.

One time I rode it 4 times, but when I went for a 5th time, a ride op said it was closed down due to technical issues.

What causes rides to get stuck like that so often?

it can have several reasons.

One of the main reasons often is a malfunction of a sensor(it can be a sensor in the brakes or the station). If one sensor is malfunctioning the whole ride stops including the chain lift.

Another reason is that the engine for the chain lift malfunctions. The same can happen with the engine of your car;)
