The buster doesnt really make much of a difference in my opinion. If you can pull out a heavy damage combo in one turn, there is no point in using it (buster).
Bass needs to be defeated in the Undernet Zero before he appears in the graveyard. Get all 200 chips to access deeper into the graveyard. Head up a giant ramp to battle Bass SP.
if you mean Bass in the Undernet Zero, you have to enter the secret door in the Green Area behind the big tree. if you are talking about Bass SP, defeat all the RV navis and head up the big ramp
