Better answer: A system where Actual People take more interest in their community. We pay huge sums in tax and cash to private corps while we have a wealth of skill and knowledge in our community. You are NOT attacking the true source of this catastrophe.If you reseach you will know that in early years areas that recieved the most damage from flooding was deemed UNinhabitable. And a cat5 level can not be built. But local government of N.O. through the years allowed permits to build residential living in places that could not be protected adequately. Local government allowed home building to increase the tax base for politicians without the best interest of the people.
