Let's place the blame correctly. If the Sec. of State Madeline Albright and National Security Adviser Anthony Lake didn't have enough power to do anything, anything about Rwanda, what makes you think a low level director could? Old Bill Clinton sat on his hands while 800,000 Africans were slaughtered. Hillary was probably off shopping for purses.
