You should capture the gas over an hour period of time. Weigh the amounts of chemicals and measure the power put in. You will find it took more energy to make the Hydrogen and Oxygen then was put out. Faraday proved this in the 1800's. What is the point of keeping the solution at 32 degrees? The Chemical structure is still the same (H2O)?? The only way to extract energy would be on the quantum level by breaking the strong particle which holds the Protons and Neutrons together.

It's much more energy efficient to get Hydrogen from methane. That's how the bulk producers do it.

Water can be in three different states at only one temperature 32 degrees F or 0 degrees C
Solid, Liquid and Gaseous. Thus the Ice Water Bath.
