it means just to steer your skate in an arc. Like your wheels are a blade, and you are slicing a line in the pavement in a curved manner. if you ran through a puddle or something, you would see a curved line on the pavement left by your wheels. does that make sense?
I love this video. I just took up inline skating, and downhill is the biggest obstacle to having fun. It takes more energy for me to go downhill than uphill right now (probably because I am more tense). If I am tired and don't concentrate, I wind up with wide slaloms on a crowned road that require me to head uphill at the ends to slow down. I think light toe pressure definitely helps in turning. I haven't got the carving down yet.

Yesterday I practiced the scissors and turning with the forward foot. But I noticed that turning right is a problem. Somehow I'm stuck when doing that. I also feel that putting my right foot in front tightens some muscles in my left upperleg. :)
Turning left already goes smoothly.
I guess I need more and more practice to get those muscles loose?
Of course, no matter how you slice it, stopping on inline speed skates is a dangerous proposition if you're traveling at speed and you don't have a lot of room! The guy in this video kept his speed at a very manageable level at all times throughout the video. What I'd like to see is someone going 30mph trying to stop!

@SkiDooSummit670 Yes, it takes some energy, but you'll get used to it. Try to keep your body relaxed and feel gravity help you sink into your turns.

to slow down quickly from high speed, you can do a forward t-stop, but you would be surprised how well slaloming can work if you have the room.
