Napalm is like gasoline with a gelling agent. It's designed to burn and continue burning. In war the idea is to kill the enemy until terms are met and the war ends. Identifying the enemy can be difficult especially from an aircraft. Agent Orange is a defoliant which is a chemical to cause deforestation. Not napalm.

Agent Orange wasn't the first chemical weapon used in warfare, and the purpose of it was to thin forests, not killing civilians. In WWII both the allies and axis used chlorine gas as a weapon and the allied nations used incidiaries for the sole purpose of killing as many civilians as possible to kill German morale. Europe is not innocent of using chemical weapons on civilians themselves.
