Of course vortigaunts was slaves at least in city 17 and not because combines, advisors or something.. but probably because many humans didn't like them :D but most rebels probably likes them because vortigaunts are also rebels. Some vortigaunt sweeps floors for the rebels in episode 2 but it's probably the same vortigaunt like in city 17 trainstation and he just can't do anything else but that vortigaunt who opens some gate is some nerd with humans clothes so they aren't slaves there
