We should get a smaller bureau to manage the government. It has grown too large, there is far too many people to keep an eye on, that is one reason why we are going down. People have less time to do things they like, and even less time to study politics and issues or economics.

With an emperor that just watches over the people, able to go anywhere and see anything. A man of the people that has no red tape when it comes to investigating those that are entrusted with public funds.

Real investigations, no telling the people we can't see anything, whenever they try to use it there could be a vote, and if the masses think it is worthy of a real investigation "The man" could descend on them. Unlike most other positions its under one man, so if he becomes corrupted you can just throw his ass out and bring in a new one. Instead of hoping the masses wake up and vote right all over.
