Well that is true in the aggregate. But at least with divided government, each party can keep the other in check.

EXAMPLE: During Clinton's admin. when the GOP controlled congress. The budget got balanced. Clinton was forced to reform welfare and halted his leftward drift. And congress was forced to save Social Security and not veer off to the extreme right. So the people won in those years.
