Losing at home to NC State (20-15) and getting blown out at Clemson (35 to 14) and at #19 Florida (34 to 7) before beating #5 Va Tech 27-22 in the ACC Title game) isn't considered hot nor a streak. I don't know for sure if the Orange Bowl was FSU's best game.
That wasn't a red-hot FSU team. One game doesn't = peaking. They started 5-0 and 7-1, than won only one of their last 5 (against VaTech). If anything Penn State caught Florida State at their absolute worse.
They slipped by Va-Tech 27-22 to win the watered down ACC title. A semi-home crowd in Jacksonvlle helped (which was suprisingly the opposite in Miami) They lost their 3 games before that (20-15 at home to NC State, 35-14 @ Clemson [both sub-par ACC teams] and 34-7, @ Florida).

This Florida State team was at the best they were all year during one of their worst seasons. Florida State played their best game at the Orange Bowl, which combined with two Penn State injuries and a key mistake at the end of the game, made for a 3OT thriller.
Also, remember a key mistake that should have cost Penn State the game. Penn State was driving for the score to put the game away 23-13, but Robinson had an uncharachteristic fumble, Florida State recovered, drove down the field, and kicked the game tying field goal.
Remember that during this game, we had a Florida State team on a hot streak (I'm convinced they could have beaten Ohio State that night), and a Penn State team with two key injuries during the game.
They needed 3 OT's to beat a then 8-4 FSU team. This isn't the old FSU's of the 90's. They just were not that good. As much of a good game it was defensively, had either place-kicker learned how to make a kick, it wouldn't have made it to the first OT. Both missed 2 FG's (Penn State from 29 and 38 and FSU from 44 and 38) and the FSU guy missed an extra point in the 2nd quarter, which would have neglected OT had he hit it.
1. Kevin Kelly was a young place kicker, he had just replaced an ineffective Robbie Gould that year, so he's naturally going to be nervous.
2. Penn State had TWO key injuries that night, Paul Pusluzney was their major defensive player, and Tony Hunt was half of the offense.
3. Florida State improved through the year. We first saw that against Virginia Tech. Had they played like that all year, they'd have been #4 going into the Orange Bowl, not #22.

Penn State had 3 road games and their biggest was easily Northwestern, because the Wildcats had a winning record. USC's road games were much tougher and the strength of schedule overall was tougher.

That Michigan game was chock full of bad calls. Not just the two seconds, but several times their recievers were out of bounds but called in. And besides, this wasn't that bad of a 7-5 Michigan team. They went up 21-12 over Ohio State, only to lose in the last 20 seconds, they were a FG away from beating Minnesota, and also nearly beat Wisconsin. This is a team that just happened to find ways to snatch defeat from the jaws of victory. But remember, they were #20 before losing the Alamo Bowl.
USC may have been able to beat Penn State, but I don't think so. Even if they could have, I guarantee you it wouldn't have been a blowout. Penn State had a powerful offense and a defense that typically was as stingy as Ebeneezer Scrooge. Only two teams scored more than 17 points in regulation on the first string defense (some of the starters were pulled against Michigan State at the end, and all the reserves were in against Cincinatti). Also, don't forget how bad Penn State beat Illinois.
You don't know mainly because the two never played each other. It was a lot like Nebraska vs PSU in 1994, never happened. Penn State didn't struggle through the season, they kicked the shit out of just about everyone they played. They beat up an Ohio State team that Texas squirmed by (the 17-10 score was only close because the field was slop, in better conditions, Penn State would have won more like 38-14).
This game meant more to State Penn, that's why they had more fans. FSU is used to playing for National Championships, not in 2nd rate bowls. This is probably State Penn's biggest victory in school history.
Penn State fans had been saving their money for 4 years until they were able to attend a bowl game again. When you're in a bowl every year, they become less and less important to some fans. (Not me, but I'm sure some fans have thought that way)

That Michigan game was chock full of bad calls. Not just the two seconds, but several times their recievers were out of bounds but called in. And besides, this wasn't that bad of a 7-5 Michigan team. They went up 21-12 over Ohio State, only to lose in the last 20 seconds, they were a FG away from beating Minnesota, and also nearly beat Wisconsin. This is a team that just happened to find ways to snatch defeat from the jaws of victory. But remember, they were #20 before losing the Alamo Bowl.

USC may have been able to beat Penn State, but I don't think so. Even if they could have, I guarantee you it wouldn't have been a blowout. Penn State had a powerful offense and a defense that typically was as stingy as Ebeneezer Scrooge. Only two teams scored more than 17 points in regulation on the first string defense (some of the starters were pulled against Michigan State at the end, and all the reserves were in against Cincinatti). Also, don't forget how bad Penn State beat Illinois.

You don't know mainly because the two never played each other. It was a lot like Nebraska vs PSU in 1994, never happened. Penn State didn't struggle through the season, they kicked the shit out of just about everyone they played. They beat up an Ohio State team that Texas squirmed by (the 17-10 score was only close because the field was slop, in better conditions, Penn State would have won more like 38-14).

This game meant more to State Penn, that's why they had more fans. FSU is used to playing for National Championships, not in 2nd rate bowls. This is probably State Penn's biggest victory in school history.

Ok and that is why Penn State has the highest percent of MAJOR Bowl wins than ANY other college...Penn State is used to playing in big bowls

Penn State fans had been saving their money for 4 years until they were able to attend a bowl game again. When you're in a bowl every year, they become less and less important to some fans. (Not me, but I'm sure some fans have thought that way)
